They need to hire very, very smart people with PhD's in virology, biochemistry, epidemiology, and other sciences to develop vaccines. These people have spent decades improving themselves and developing their expertise so they can make incalculable contributions to public health when something nasty pops up. That sort of medical research isn't cheap. The technological infrastructure, microscopes, labs, centrifuges and whatever else they use in medical research is also very expensive. If they manage to save significant numbers of lives, then it's all worth it. The latest statistics from the CDC on the number of deaths, especially to the young, from H1N1 is sobering. Good thing the expertise to develop a vaccine in a relatively short space of time is available.

“I am a Graphic Design student, and 2 of these I know are very popular Basecamp is an excellent application to keep in touch with clients on a project, and we use it in some of our classes. I have also learned about google analytics, and it is an amazing peice of software for finding out where people are viewing your site from, and what their seach quarries were in Google. haha, it is amazing to see what people have googled to find your site. As well it is interesting how you can use search optimization with custom tags so that you are found sooner. After all the more clicks you get the better you are.

i think i remember #1 and #3 were solved. I got an idea...IGNORE THEMWhy is an entire political party trying to push a Christian agenda at this day in age? There's more to life than the Bible. Homosexuality exists. Get over it. If you think that 2% of GDP is too much to ask for to pay for Science, then you should stop using the fruits of its labor. Good luck living in the dark ages with no electricty, no navigation, and medical treatment as it was 1000 years ago.
